use of medications/pulmonary stenosis

my now 2yr old daughter was born with pulmonary stenosis. she is at a .36 closure now, only a .01 worsening since birth. But, she continually has upper respritory drainage, caugh, congestion. I have been advised she can't take anything due to the stenosis. She is only 2 and miserable. With this go around it is now going on 3 months. Can she take anything? Her pediatrician keeps putting her on prednisone which is no help.
