TRT increase shrunken penis/testicles?

Hi, I have noticed a reduction in penis and scrotum size over the last year or two along with a swollen stomache and IBS.
My latest bloods have come back suggesting low testosterone (8.7)
Would TRT (testosterone replacement therapy) actually increase the size of my penis to it's original size?
