As for insurance related part of your question; it seems like you are currently enrolled in a PPO plan & yes you can consult a new physician. When you do so, I recommend the following;
- Don't take out your frustration on the new doctor.
- Don't take too much time dueling on your experience with HMOs in the past.
- Write down your issues so you don't leave anything out.
- Don't suggest treatment when you are going over your symptoms, let him be the doctor & tell you what you need.
- Be 100% honest & upfront.
As for the other part of your question that has to do with why your doctors insist upon keeping you on beta blockers, I have to say it is more appropriate to be posted in the Cardiology forum.

I do understand not taking out frustration on a new Doctor and keeping it simple.
and letting him do his job.
I asked all Doctors in the past Hmo plan, Why they were refusing me and to be Honest
they wouldnt tell me. only one Doctor told me, that he liked the Medication im taking ?
nothing more. My last Doctor said before I left him, the medication is good for you ??
