Connection between involuntary urinating in pants enuresis and inverted penis?

My son, who is 4 1/2 wets his pants at least 2-3 times a day. He has an inverted penis and had a hernia that was corrected when he was 6 months old.  When we notice that his pants are wet, he gets frustrated and says that he didn't feel that he had to go (sometimes he doesn't even know that he is wet). We took him to his PCP for this and the MD said that he probably just wasn't ready to be fully potty trained yet. This just doesn't seem right. I am wondering if there is a connection between the wetting and the inverted penis? Should I take him to a Pediatric Urologist?
