Could this be Penile Cancer/ Very Worried

I have had a red spot on the head of my penis that is slightly raised and has a shinny, it is not itchy or burn when i urinate or hurt in any way. I went to my doctor and was told that it was not an STD(i was also tested), my doctor asumed that it was probably a fungis and gave me cream which i used and it seemed to work a little by reducing the redness of the spot, but it was still slightly raised and shinny. A few weeks later the redness came back and now that i started using the cream again its worked again to reduce the redness but nothing else has changed. I just want to know what this could be if its not a fungis, i'm worried that it could be cancer, can you please help me? I added a picture so that it would be easyer to diagnose.

Have you been smoking? If yes, for how long?

Do bear with my next questions as they may be sensitive and quite personal but i deem them to be relevant

May I ask if you have been sexually active or recently have engaged in unprotected sex?

Is there a strong family history of cancer in the family?

I'm 24, i don't smoke, yes i have had unprotected sex with my gf of 5 1/2 years and my mom had cancer when i was about 8 years old but it was caught early so she's fine now, other then that no i don't have a strong family history of cancer.
