baby started food, now very dry skin

My 22 month old granddaughter began showing dry skin all over her body (back, stomach, legs (quite rough here), arms), (least on the face), after she started on food to supplement her breast feeding (7 months old).  Is not contingent on the season.  SHe no longer has soap applied to her skin and we put castor oil and almond oil on her twice a day to try to keep her skin close to "normal".  Her hair is also very fly away and is easily snarled and knotted - very obvious in the back of her head in the morning when she gets out of bed. It has been suggested that she may not be metabolizing her fats?  THat sounds like a recipe for long term impacts to other bodily systems...  What is the treatment for such a thing besides topically keeping the skin moistened from the outside?
