Severing Belly Button Nerves?

My fiancee has had an extremely sensitive navel since she was a child. Contact, or near contact, with the navel has created stress and anxiety for her. The hypersensitivity has sexual ramifications since an orgasm is linked to the memories and near trauma of the belly button tickling.
Is it feasible to sever the nerves attached to the belly button? Therapy will not work without the source, the hypersentive navel nerves, being deadened or severed.
If it is feasible, will the severed nerves affect the sensitivity of the clitoris?

I think this problem is more psychological than physical. My girlfriend had the same issue - she used to get defensive when her navel was touched. But later we were able to turn her "extreme navel" sensitivity to our advantage.
So I am not sure how much of a help the severing of the nerves would do.
