Go to ear nose throat doctor. May just be sore from healing after quitting smoking and was very sensitve when he started smoking again. These are symptoms of throat cancer:
Painful or difficult swallowing
Persistent sore throat
A sense of a "lump in the throat" or a need to swallow
Swelling or pain in the neck
Enlarged glands (lymph nodes) in the neck
A persistent cough
Wheezing or raspy breathing
Unexplained weight loss
Coughing up blood

If your husband has any of these symptoms don't be alarmed it could be a number of things but you always want to rule out cancer first so if needed treatment can be started right away. Do not put off going to the doctor.
