infant eye rolling

My 16 month old grandson's eyes started rolling back in his head for a few seconds 5-6 times a day shortly after he turned 1 year.  We heard it could be a food allergy and took milk and gluten from his diet.  It seemed to be better for a few weeks, then started up again.  He had a normal EEG and MRI.  His neurologist and pediatrition dont know what is causing it.  At first it looked totally uncontrolled.  Now it looks like he is controlling it.  He will usually shake his head and do it, or rub his eyes or stick a finger in his eyes when doing it.  He has fluid in his ear from an ear infection right now, but when it was infected he was not rolling his eyes.  Everything else is normal.
