penis pain

My 2 1/2 year old son has been complaining of penis pain for about a month. I called his doctor to set up an appointment and they suggested that I take him to the nearest ER. I did, they did a UA on him and it came back clean. The doctor then said that he had some sort of Stenosis on his penis and that he would have to get a minor surgery. I have called his regular pediatrician and they have yet to call me back. My son is still complaining of this pain and I don't know what to do. Can you help?
