swollen cheekbone

My 4 yr old son fell into a table causing his cheekbone just under his right eye to imediatley swell and briuse.  This happened a little over 3 weeks ago, about 5 days I called his nurse and they said give at least 2 weeks to clear up I did that and it is still swollen about the size of  a quarter and still a little briused.  could he have fractured his cheekbone or something?
