Neurosugeon dismissing MRI results

The radiologist decribed my MRI as follows
at the C3-C4 level, there is a right paracentral- foraminal disc herniation present which causes cord impingement and theceal sac efacement.  There is mild lateral stenosis at the level, and there is right foraminal narrowing which relates to unconvertebral spurring.

At teh C-4-C-5 level no herniation is seen.  There is disc-osteophyte complex developing, At c5-c6 level, concentric disc-osteophyte complex is developing.

1. Multilevel degenerative disc disease including a right paracentral-foraminal herniation C3-C4 level creating right lateral recess stenosis and formainal narrowing and there appears to be effacement of the thecal sac and cord impingement which results in abnormal hyperinyense signal in the intramedullary intradural spinal cord at this level.  There is also a reversal of normal curvature in the cervical spine maximum at he C4-C5 level.  it also said something about a bulging disc in my lumbar which they say isn't impinging any nerves, though my whole rear end and legs hurt and sometimes tingle!!   Please explain in English.  I did see a PA for a neurosurgeon and they pretty much just dismissed me.  I am a pre medical major and I am worried about not being ablt ot be a surgeon myself because of the pain and tingling.  But if I knew what all this info meant I will understand my position better.  Thank you,
