concern about penis development in toddler

my son is 2 and a half and has an extremely small penis, it is an awkward thing to discuss because i have not much experience, this is my first child. i cannot realistically ask other mothers about the size of their own childs penis. i have asked the gp and the health visitor but they say it functions normally so not to be concerned. however as he grows and his penis does not it is getting all the more noticable and i don't know who to ask about it. Am i making a fuss about nothing? If there was an issue is there anything that I could do anyway? How big is the variation in size at this age? because I have no field of referance at all and would like to be prepared if it is going to be an issue for him as he gets older.
