Herpes or Pimple?

Hello. I had a question.
From time to time, I get pimples on my penis. Usually if I pop them, the lil white snake of puss comes out and it goes away.
Then lately I have gotten small bumps that I noticed when masturbating. I tried popping them, and they just get bigger. I notice a tiny "ball" under the skin. notice these little balls under the skin at other areas of the penis too that are uninfected. I have fordyce spots and I think it has to do with them.
Well, like 2 days ago, i was masturbating. Dont lasugh but for the past week or 2 I was doing so while wearing a condom because well....it was just clener that way.
After taking the condom off the other day, on my penis shaft, I noticed a red bump. I thought it was a pimple. Again, I tried popping it, and it just got bigger, more red, and irritated. I tried again later, and just a clearish fluid came out. I put alcohol and a dab of acne cream on there. The next day(yesterday) when i woke up, the size had gone way down, and a tiny skin colored scab had formed.
Today I messed with the scab and it came off. And it did not bleed or ooze anything. Just a tiny bump is still there.
There is no hard ball under the skin on this 1 that I can feel. So I dont know if it could be a fordyce spot.
Could it just have been a irritated spot or pimple from wearing condoms when masturbating? It was by itself. No clustering. No itching or tingling.
I have only been with 3 girls in my life sexually. All 3 I NEVER had unprotected sex with. And all 3 were virgins. And the bump on my penis is an area that would be covered by a condom during sex.
I have no insurance, so I cant get to a Dr. unless this really seems high probability of being herpes. Please let me know if this is likely herpes, or just something from wearing a condom. Thanks.

Doesn't sound like herpes at all!! Bumps that grow under the skin are not herpes. Herpes looks like it is on top of the skin rather than under it.. I don't know what you have but doesn't sound like herpes at all!!
