Feeding problems with my 1 year old

My son will be 1 in 1 week and has a problem with eating stage 3 baby food, table food and finger foods. He doesn't like the texture and gags on it. He has always taken the bottle and stage 2 baby food fine until about a month ago when he progressively began refusing the baby food, screaming, turning his head away and waving arms when he sees me coming with the bowl and spoon. Lately he doesnt even want to finish his bottles (will only drink about 3 ounces). He also has some gross motor delay. Just in the past month he began crawling (laboriously) and pulling up to stand. He still cannot push up to sit on his own but can sit if placed in the position. He is small for his age and lost a couple pounds over the winter. He takes pulmicort through a nebulizer for wheezing cough that comes and goes and has chronic nasal congestion. He has been evaluated by EI but did not qualify for services (didn't have a 30% delay). He is going for a video swallow tomorrow but I feel as if maybe there is a larger issue or underlying issue that is not being addressed. My pediatrition wants to wait and see but I want to take the next step.  What do I do next?
