severe sore throat

Hello. My Mom is 51 years old and is a smoker. She has had a sore throat since yesterday afternoon, that has gradually worsened and is now hoarse. She feels bad, but not horrible. She is maybe just starting to have some congestion but doesn't have a fever and a bit of a cough. I was just curious as to what you think it may be? I was maybe thinking laryngitis, since she has no fever and very little congestion. What do you think? Thanks.
