Red Bumps in Pubic Region Only...What is it and how do I fix it?

I have these red bumps that started out looking like ingrown hairs. They were very scarce initially and I figued they would go down. I couldn't pop them as the white part was actually hard and if I did manage to get the white part free it bled a little. So they are not zits. After about a week I noticed that the red dots spread to the area about an inch below my belly button. They are not on the penis or on the testicles. I have attached a picture of what they look like for the majority. these are the majority of them, just little red spots grouped together. A bunch in all in about a 3 inch diameter area.
I shaved my area with an electric razor a couple of days before I noticed them. There may have been one or two then but I didn't see them, and clearly now there is probably over 40 small red bumps and a handful of ones with white towards the right only. They do not itch or hurt and don't give out any discharge yet, they just look like a rash or something which obviously shouldn't be there. Last time I had sex was last October 2007, girl had HPV, and we DID use protection. She also gave me unprotected oral another time without vaginal sex. I never gave her oral.
I have tried to apply Vitamin E to the area to decrease them and they seem to have decreased in size but are still there none the less and I think possibly spreading at a slow rate in my public hair above my penis.
Do you know what it is for certain? Treatment I can try? A lotion with ingredients to fight it?
