3 1/2 year old will not go potty on own

I have a 3 1/2 year old girl who is very smart but will only go on the potty when we tell her to. I have tried getting rid of pull ups and putting on underwear but she still goes and doesn't care if she soaked or dirty. We have tried all of the rewards ever invented, reading books, toilet instead of potty, yelling, being overly nice, having her clean her own mess in her pants, (of course we help when messy) making her clean the floor,acting as if we don't really care, making charts, etc, etc. NOTHING works. Most of the problem is that my husband and I are done with pull-ups and never want to see another one. I am so frustrated and exhausted by the end of every day. We have also tried to back off for a week or so and no matter what our struggles are still the same. I asked my daughter why she won't go on her own and she said, and I quote, "Well, if you trained me we wouldn't be having this problem". SIGH. Obviously she is more than ready if we are having a grown up converstaion about it. Please help, I am so tired.
