Scary..Attack?

I'm 17 years old and I was diagnosed with high blood pressure last year.  I take medicine for it and it helps for the most part.  Recently though, I've been experiencing what my dad thinks are anxiety attacks.  I've had 3 in a months time when I normally have them once a year.  What happens is I suddenly can't breathe too deep or it hurts an unbearable amount.  I have to take really short breaths so I don't feel pain, but I can barely get any air.  It goes away within a minute or so, but it's so scary.  The past two weeks I've also been having extreme restlessness.  I've tried everything from warm milk, to soft music, to sleep pills.  While I got maybe two nights of decent sleep, the other nights I lie there exausted but wide awake.  I've been able to sleep 2-4 hours for most of the nights, but I also find some nights giving me no rest at all.  So, my question is:  Is the attack I'm having actually an anxiety attack?  And if it is, should I talk to my doctor (or nephrologist-manages my high bp) about me possibly having an anxiety disorder?
