Can cellulite be tender to the touch??

I'm a 30 year old female and I've recently noticed a lot more cellulite on my legs (front of thighs and back of legs, particularly behind the knees).  I blame this on stress/anxiety (I'm currently on antidepressants to assist with this and will be starting therapy) and inactivity throughout the winter.  Plus I had a baby 18 months ago - I'm back to my prepregnancy weight - and I'm guessing that the weight and hormone fluctuations can't help!  

Anyway, my doc checked my legs and said it was "normal" and asked it it's tender - it is (to the touch, if I press on the areas).  He didn't seem concerned about that, so I'm guessing that's normal???  Does anyone else experience this?
