I have discovered a few bumps on my upper lip, about 3 small ones and I have put rubbing alcohol on them shea butter and can't seem to get rid of them. I am self conscious about them. one favors a blackhead and I'm hoping it's nothing of great concern. I also have oxy cream whaich is 10% benzoyl peroxide. any suggestions as to how I can clear up this problem for goos. on the touch they feel small but they are visible.

Do you have other similar lesions in other areas of the face?

Have you had bouts of acne before?

As bumps on the face may have several differentials including  folliculitis and impetigo, one has to ascertain that this is indeed acne. In your case, if you had bouts of acne before, and the bumps do not appear to involve follicles and also do not appear to blister and crust, then this is most likely acne.

For localized bumps such as what you have, the mainstay is sticking to a proper facial cleansing regimen. Use a mild and bland product that is hypoallergenic and noncomedogenic. Use a mild toner to tighten the pores and do not exfoliate at this point. Exfoliation may only aggravate the condition once acne lesions are present. You may continue using a product with benzoyl peroxide just over the affected area. Use a sunscreen when using products containing this ingredient. This does not sound like an urgent or serious case of acne, Taking vitamin supplements, getting adequate sleep and sticking to a balanced diet (avoiding greasy food and sweets) may be able to help.

Refrain from unnecessarily touching the face. Wash your hands frequently. Acne medications in gel form may be beneficial in your case especially if you have oily skin. Only apply locally over the area. Avoid products that contain tretinoin without informing your physician

I wouldn't use Shea Butter on acne or blackheads as this may make them worse.
A cream which contains benzoyl peroxide is good, but one from your doctor such as Duac gel may be more effective than store bought creams, as Duac also contains a topical antibiotic called Clindamycin.
