kindergarden potty regression

Our son will be six in July.  For the past three weeks he has been wetting his pants as well as having b.m. accidents.  They are almost always while he is playing, and NEVER while sleeping.  He is very embarrassed about it, and often will not tell an adult it has happened.  When confronted, he insists that "[his] body doesn't tell [him he has] to go in time."

We are very concerned, his mother and step-father have been punishing the behavior, but his father and I are not sure this is the best course of action.  Also, I'm concerned that it's an emotional problem.  Since it doesn't happen while he's sleeping, it can't be medical, right?
