Splotchy rashes on thighs is most commonly tinea corporis, body fungus, like athlete's foot, but you need a doctor to look at it to see if it is.

Are you sure those are bruises on your shins? I'd be curious of the colour of the
"bruises" and is the rash on your thigh similar? Are they getting bigger? Are they somewhat oval or round shape? Are any of them a light, medium or dark redish/brownish colour? Or yellow? Are any of these spots shiny on the surface?
Is the edging of these "bruises/rash" a darker red colour? They do not hurt or itch?
If you said yes to most of these questions then you may have NLD(Necrobiosis Lipoidica Diabeticorum. Both Diabetics and non-diabetics can get these plagues. Supposedly, sugar control is not the cause of them. If you think you have this condition then see your Dr. He/she can give you a topical cream(most likely steroidal) to put on it. This
sometimes helps them to heal. Having your sugars under control will be helpful. I think UV lights are also used as a treatment. Someone also mentioned possible skin grafts.Ask your Dr. for different options.
They can grow bigger and get worse looking. Please protect them from getting hit/hurt since that will result in ulcers on them. Then the Dr. will have to give you another type of cream and a wrap to help heal the ulcers. They hurt like HELL.OO if they get hit. I hope
that you do not have NLD. They will get as I have described them in my questions if they do not heal first.Good Luck.
