Too Big Follicle

I did not ovulate on my first cycle of Clomid 50mg (3-7). There were no follicles when we went for follicular monitoring.  This cycle my doc incresed my dose to 100mg (3-7). I had one follicle on my right ovary. they monitored the follicle till CD 17 and said it is 28mm and so it has become of cyst and will not rupture. My DH and i are still trying, hoping that they may be wrong. But is it possible? Has anyone has any experiences like this?
