infant with unknown mass on scalp - what kind of specialist?

My daughter, now 11 months old, has had a hard lump (cyst?) on the back of her skull since birth.  It is larger than a pea, maybe about the diameter of a nickel, and raised about 1/2" from her head.  It feels immobile to me, though her pediatrician thinks otherwise (i.e. that it is somewhat mobile).  The lump has never seemed to bother my daughter.

Her pediatrician has been monitoring it at each appointment with the mindset that if it's still around at 12 months, we should see a specialist and have it imaged (and potentially surgically removed).  With us now almost at that point, and my increasing level of concern, the ped gave me the names of 2 general pediatric surgeons who are affiliated with our community hospital.

I'm not the type to pursue potentially serious health issues via community hospital, and as I'm 20 miles from Manhattan, I'll probably look into taking her to NY Presbyterian (Columbia/Cornell).  My question is...what type of specialist is appropriate?  Do I look for a pediatric neurosurgeon?  A pediatric neurologist?  Just a general pediatric surgeon?

Thoughts and recommendations are very much appreciated.
