Dry, bleeding foreskin

My husband and I recently moved to a very dry, high altitude region. This winter he began having problems with a cracked, bleeding foreskin. He says it's very painful (liked dry, chapped lips) and is more painful if he skips his daily shower. I have given him unscented hand lotion to use after showers and he said it helps, but conditions to be dry and bleeding.

This has been going on for several months now and I can't convince him to see a doctor. Should I be worried? If it just dry skin, is if safe to use hand lotion, or should another type of product?
