Severe Itch, White Spots

Hey,
About a year ago I began to notice that I had spots on my penis. For a while, I let them slide thinking it was normal. Months later, however, my scrotum began to itch severely. I went to the doctor to ask him what I could have. He said that on my penis, it was most likely 'Fordyce's Spots,' while on my scrotum I had hair follicles, and the itch was completely unrelated. My scrotum is covered with small white spots (the alleged hair follicles), towards the base of the penis there are a lot more than there are near the testes, and I'm starting the believe that the itch and the spots may be related. Anybody know what this can be/ have any methods to relieve the itch? Any help is appreciated.
