Blue Lips, Low 02 stats

My 20 month old nephew was taken into the hsp for pnemonia, high fever, eye, ear and nose infection. After his hsp stay and recovery he returned to his regular routine. Since then his lips occasionally turn blue and he becomes dazed or appears weak. This isn't an everyday occurance but has happened on numerous occasions. Each time he is taken back into the hsp and they determine his 02 stats are down.
He has had an EEG - to check for seizure activity but nothing has turned up. Other physicians are hesitant to refer him out to specialists and usually disread his condition and send him right back home after his stats level out.
Just wondering if anyone else has experienced a similar situation or had a diagnosis?
