maternal herpes/neonatal febrile seizures/borderline retardation

Mother had genital herpes, delivered vaginally.  Child had severe febrile seizures and was on phenobarbital.  Now child is an adult and appears developmentally delayed. Is there a link between herpes, febrile seizures and borderline/mild mental retardation.
