This does not sound something urgent. Where is this located?
There is a condition of hair tufts that is associated with alopecia:"Tufted hair folliculitis is a rare, progressive pattern of scarring alopecia that affects the scalp. Its characteristic feature is the presence of groups of 10-15 hairs emerging from a single follicular opening."

Based on you post however, this is not the case. If this affects one or two follicles ,I do not think this is something to be very worried about. Just do not manipulate the area as this may infect the hair follicle and cause folliculitis.
