How long does it take for skin atrophy to improve after topical steriod use?

My 16 month old used topical steriods, almost daily for 6 months to his cheeks. It was Hydrocortisone 0.5%-2.5% depending on the severity of his eczema. We discontinued this about 4 months ago, as his skin became dependant on it, and have since noticed that the skin on his cheeks are shiny, thin looking, with prominent capillaries. Does this ever go away? If so, how long does it take?
