do i develop normal in male puberty

hi people i am 18 years old, i dont know if i am devolping normal,my penis size is like 15 cm big , 4cm thickness is this normal in my developing i am not build like a adult person and my voice is still jumping round,but it is low. i want to know am i finshed with puberty? what suggestions you guys can make , i suffered from a concentration problem so i used ritalin,and it stops my whole growing process when i was 10 i used it til 13 years please people help me must i go and see a doctor??
