Meningioma tumor rehabiliation

My father had surgery to remove a meningioma tumor on Dec 27th.  The surgeon gave him a prognosis of 3 months for recovery.  However, we are now in our 5th month and feel we are going backwards in recovery.  We know that he "possibly" suffered a stroke during surgery.  However, at this time he will open his eyes occasionally, respond to squeezing our hand, having trouble swallowing (being fed through a feeding tube), and currently does not speak.  We are having trouble getting the doctors to agree on prognosis.  One says he has the capability of recovering with extensive rehabilitation, one says he will never get better.  We see signs that he could re-learn basic needs to have a good quality of life, (currently he is in a nursing facility who wants to keep him drugged), we are so frustrated.  He does follow you with his eyes as you move around.  We refuse to give up hope but the doctors seem to have written him off as non-recoverable.  What can we do?  We feel he is in the "middle of the road" so to speak and no one wants to do anything for him whether it's to tell us he can never recover or find a good rehab center for patients who are still not fully responsive to basic commands.  Any help would be most appreciative.
