3 Year Old Eating Toilet Paper and Other Odd Things

Our three year old daughter has started eating very odd things. Naturally I'm a bit worried about her choking on them. I don't think toilet paper could really hurt her unless she choked on it. But I can't get her to stop. Over half the time I don't know how she gets ahold of these things. Her five year old brother usually has paper he's brought home from school in his room or things he's made and she just takes a bite out of them. Could she be teething at this age? She took a bite out of a paper towel roll the other day that her brother had fashioned into a "telescope". A week ago she found a piece of foam and took a bite out of that. Thank goodness I caught her before she ate it. I'm worried she might have pica. Though I've looked it up it seems unlikely. Pica seems to go to the extreme. Such as the urge to lick an ashtray. Have any of you had problems keeping things out of your youngsters mouths'? What did you do to stop it? Or did it stop on it's own? Should I punish her like a timeout or corner?
