First off let me say that I am circumsized. About 2-3 months ago I noticed that when my penis is flaccid, among the foreskin skin that bunches up when flaccid there is what appears to be a bump about the size of a pen tip, it stands out amongs the surrounding skin which neatly bunches up uniformly. The strange thing about this though is that when erect or when i pull the skin tight it disapears pretty much completely, leaving only some slight redness in the skin where it used to be. When running my finger across it I do not notice any lumps when pulled flat, whatever this is it appears as if the source may be under the skin rather than growing on the skin such as a wart might.

I should also inform you that I have had some persistant form of jock itch for about 8 years now, it hasn't ever really effected any areas except my crotch region. this may or may not be related.

I have been scared for the longest time of a possible wart, however, my only sexual encounter was with a single woman receiving unprotected oral. I know that many sites will say this is a possible means of transmission but Dr. Hunter on the other forums once wrote in a post that there has never been a single documented case of transmission of hpv in this manner.

I have had my share of warts of all types on my arms and fingers before and it is nothing like that.

from what I've read on your posts about warts they cannot be pulled flat when the skin is pulled tight? is this a correct assumption? when erect you would not even know it was there but if you look closely the skin is very slightly red there. It is skin colored when flaccid.

there is no pain, but sometimes i seem to think i may feel something but not sure if its in my head or not from thinking about it too much.

One last note, something about the skin over my entire penis seems different lately as well, it seems more wrinkly than it used to be at times.

This sounds like a cyst in the skin, it a wart on top of it.  You should show this to a doctor just so you can stop worrying about it.  But I don;t think it will need to be removed or treated.
