My mom had a massive stroke where she had bleeding on the brain and right away they said surgery was out I would like to know why? She ended up passing away from the swelling and bleeding and why could they not relieve the pressure with surgery?

I'm sorry for your loss.  I'm not a doctor, but just someone who has been in the same situation.  What happened to me is that my mother had a stroke and by the time the doctor's diagnosed it, the stroke had progressed to the point where they were unable to do surgery.  What I was told (which may not be the same for your mother, since every stoke and situation is different) was that surgery, although it would of relieved some pressure within the brain, would not be enough to allow my mother to recover.  They said that her brain had swelled and bleed too much that the surgery was "in-humane" and "unnecessary" and she would still be in a vegetative state, if she made it through at all.  
I hope that my experience has helped with your questions a bit.  I know it's a difficult time, and questions want to be answered- I'm in the same boat.  I wish you the best of luck to retrieve those answers.  My prayers are with you and your family!
