small red and flesh colored bumps near penis shaft

Recently I've noticed small lesions, both red and somewhat flesh colored, near the base of my shaft. However, these lesions are not on my penis or testicles or anywhere else except directly above the penis shaft.  These bumps do not itch or burn. They are very small but raised and look very similar to pimples, without a white or black head. If picked, they bleed slightly, but nothing more. What are these? I know I should see a doctor, but what doctor should I see? I do not have a family doctor and I would prefer to deal with a doctor who is a specialist in this sort of thing. What type of doctor should I look for?
