Can levels fluctuate? What should the levels be?

Hello my TSH/Thyroid results have changed in the past few years and I need someone to tell me what is really going on regarding the following test results; results are as follows:

1997: TSH: 2.98 (Dr.="wait and see approach")
1998: T3 Uptake: 23.8; T4 Total: 8.2; T-7 (T4, Free, Calculated) 1.95; TSH: 1.80
2001: TSH: 2.43; Thyroid Peroxidase AB: 71.8; Thyroglobulin AB: 3.4 (started to notice hairloss 1999-2000)
2001-03: On various levels of Levothy. on 6 days off on one each week, per Dr. (told I was Hashimotos)
'04-'07: Stopped Levothy.
2007: TSH: 6.64 (on Levothyroxin 10)
2008: (37 years old) TSH, 3rd Gen: 4.51 (on Levothy. 25); I am worried because: have gained 100 lbs over last 11 years; very, very noticeable/embarassing hairloss; mostly grey hair, sweating; facial hair, some anxiety, PMS/period longer, drier skin, brittle nails, feel "reved up", Liver: AST(SGOT-63)/ALT(SGPT-105) are high (tested and no hep a, b, c); now Alkaline Phosphatase is 128;

What should my levels be while on Levothyroxin? What else should I be doing?  
What should my Dr. be doing?

Any help is welcomed.

Your TSH should be around 1.5. You are being held in a hypo state constantly because your med dose is too low."Within lab limts" on a TSH test is not good enough. Your TSH needs to be under 2.0.

You should not be taking generic levothyroxine. There is a long explanation, but you should be taking a name brand drug.

Your doctor should be running a TSH and a Free T4 every three months.

Your doctor should be running Free T4 and Free T3 tests rather than the ones you listed back in 1998. The Free T4 and Free T3 tests are more acurate.

A thyroid ultrasound would not be a bad idea.
