MRI Results

Hi,
My 2 year old son is not able to speak. He makes some vocal sounds “ahhh”, but that’s it. I noticed that he never was able to clap, do raspberries with his mouth, and other things babies do. We are trying to find what is wrong with him. He also does not walk unassisted. He was diagnosed with hypotonia; and his jaw area has low tone too. He has severe allergies, and Eosinophillic Esophagitis. He is delayed significantly in Development too, he was evaluated by PIE and he is about in the range of a 9 month old baby (6 month old speechwise).
This is the results of his MRI:
Diffuse abnormal signal to the white matter of both cerebral hemispheres, with low volume, most likely secondary to a congenital abnormal myelination. No signal abnormality to the basal ganglia.
What does this mean? He has normal hearing, and his vision seems great.
I am worried, could this be Cerebral Palsy, or leukodystrophy?
