rash near eyes after crying

hey! sometimes i get this odd rash around my eyes. its red and stings alot and sometimes it gets scaley and rough. my eyes will feel really moist but will actually be really dry. so sometimes my eyes will be puffy as well. this usually happens after i cry but also other times as well. i usually put cortizone cream on it and goes away so i thought i might be eczema or something but it comes and goes so offten that im unsure. do you have any idea what it could be? should i go see a doctor?

as long as it doesn't get worse and the HC makes it go away you are probably alright without an exam.
