This cracking sound may be done in the neck rotation activities, the soft tissue surrounding the vertebrae such as tendon, ligament, they touch vertebral bones ,then can make voices; another reason may be done like this :when the neck rotation activities , the one side of small joints start opening, this will lead to the vacuum in joints, gas into the cavity, when the neck reverse rotation, the opening  joints cavity is closing, will  squeeze gas out of joints, then it will produce a cracking sound.
Normaly,if you suffering from soft tissue inflammation in neck ,It will be more often.
