Unidentified Bump on lower shaft. Help?

I have looked almost everywhere but have not found an answer to this.
I have one, skin colored bump on the lower shaft of my penis, it is not very large, but sometimes it becomes enflamed and grows to a large red bump with a white tip, this is the second time it has been enflamed and I am beginning to worry. Anyone have an answer?
