This sounds like folliculitis due to involvement of the hair follicles. A fungal infection is also something to consider here. But folliculitis is a stronger differential due to involvement of the hair follicles.
Laser may help improve scarring. At this point however, if an infection is being considered , I think treatment of the infection is a priority. If the infection is not treated then the skin condition will continue to recur.

Do the bumps appear to be whitish or reddish?
