This could be an allergic reaction to some unknown substance or dermatitis.
You need to wash the areas several times with fresh water. Do not use any cosmetic products at the site and use a medicated sunscreen whenever you go out.
Apply calamine lotion at the site of the lesions and see if it helps.
It would be advisable to consult a skin specialist for your symptoms and a proper clinical examination.

23aiden23, I'm not sure if it is bed bugs bites because my bro and I sleep in the same area, and he hasn't gotten anything, and it's only on my one hand, and no where else. But thanks for the input.
BhumikaMD, I've started washing the area several times a day and it seemed to have cleared up the redness of the area but the bumps are still there.
I just went out to buy some calamine lotion and applied some to the area just now.
I'll keep this thread updated.

However, i'm not really sure if it's helping, because sometimes when I look at it, it looks like the bumps has been flatten, but then when I look at it again later on in the day, it looks like they're still there, and I can still feel them.
I'm going to continue to apply the lotion until the weekend, and i'll see how it turns out and if I need to go see a doctor about it.
I think that would be alright.
You should keep the areas clean and take some oral antihistamine medications in case of itching.
You could apply the calamine lotion more frequently and try to avoid sun exposure and use a medicated sun screen.

because I'm starting to become more concerned with this.
The affected area is definitely smoother but the area is darkened and the small bumps still remain. The bumps are also "opening," by that I mean the skin over the bumps are gone and clear liquids (water I'm assuming) is leaking out. Maybe I irritated the thin skin over these bumps.
Maybe I'm not applying the calamine lotion correctly.
My procedure for the calamine lotion is
first, I cleaned the area with water,
then I use cotton to apply the lotion.
The lotion is a drying lotion, so it drys quickly, but it's rather difficult to remove.
I apply it right when I get home, and then it dries up, and I leave it like that until I go to sleep, at which point I re-apply the calamine lotion.

You could apply the lotion directly with your fingers and you need not try to remove it - just a thin coat over the sites would be sufficient and you could re-apply it after it dries or as and when required.
This would just help soothe the lesions - but you would still need to have a doctor have a look at the lesions for a confirmed diagnosis.
