This would need a proper clinical examination to come to a definite diagnosis. But this could be cold sores.
Cold sores usually appear on your lips. Occasionally, they occur on your nostrils, chin or fingers. Fever, menstruation, stress and exposure to the sun may trigger a recurrence. Cold sores generally clear up without treatment in seven to 10 days.
If you experience frequent bouts, your doctor may prescribe an antiviral medication to treat cold sores.

Are you on the pill at all?
I'm going back off the pill for a variety of different issues. The bumps have been present this round of being on the pill, however. After doing lots of research it appears that they are what is known as dyshidrotic eczema. The last time I went to a dermatologist, he said I had an allergy to nickel and gave me some topical cortisone cream. It didn't help.
I've always had sensitive skin. Unfortunately they don't really know what causes dyshidrotic eczema. If you do some research on it via the internet you'll see several photos as well as suggestions.
Mine has not been as severe the past 5 months and I do attribute that to wearing those cotton gloves at night. Lather up in lotion, put the gloves on, and sleep! Since doing that, I may only get one or two bumps during my period.
