bilateral amblyopia in a 12 year old girl

My daughter has been wearing glasses for 3 years.  We had an annual exam today and I am concern since her vision can not be corrected better than 20/50. Her glasses are for
OD +1.00-2.50x005
OS +1.50-3.50x175
Since she has bilateral amblyopia and her vision has stayed the same I am concerned that this condition will never be corrected.

The Doctor stated that it is rare to have this in both eyes.  
She does not wear the glasses all the time and this is concerning.

Should I try and get her to wear contacts?  Would this help her?  Is her vision blurry all the time and is this why she does not wear the glasses?

I would definitely get a second opinion.  How is it that she has been wearing glasses for three years and now this is an issue.  This should have been addressed years ago.  I would be very careful to rule out other causes of decreased vision other than amblyopia.  She should wear her glasses all the time for now but all your questions should be addressed to her pediatric ophthalmologist (make sure to see one if you don't have one) because he or she will have all the answers for her particular case.
