Is this genital herpes?

I received oral sex from a woman a little over a month ago.  We also rubbed genitals for about 5 to 10 minutes.  About 2 weeks later I had burning during urination and a very very small amount of discharge that lasted about 3 days.  I went to the doctor and did tests for stds except for herpes.  They all came back negative.  A week later I noticed 4 red bumps on my pelvic area..  None on my penis.  They are about 3 inches above the base of my penis and each bump is about an inch apart.  They do not hurt or itch in any way but they have been there for about 2 weeks now.  Im also having testicular pain and abdominal cramps as well.  

Is this herpes?  Thanks for your response!

This could be many, many things. The best thing to do is to follow up with your provider to see what is going on.
