Foul odor coming from the rash may suggest an overlying infection. Bacterial or fungal infection may present with a foul odor if not treated well. This may also be secondary to poor hygiene.
Since this is related to your post, may I ask if you are circumcised?
Also, do you observe good genital hygiene?
The rash may be a case of balanitis. Balanitis is a condition which affects the head of the penis of mostly uncircumcised males. This is not necessarily a sexually transmitted disease. I suggest that you have this assessed by a dermatologist. You may need topical medications for this.
Avoid any sexual activity for the moment until thi has been properly assessed.
