What exactly does an EKG test, test for anyway exactly?

An EKG (electrocardiogram) is a test that looks at the electrical activity of your heart.  It detects your heart rate, heart rhythm, etc.

so by doing this they can rule out a heart attack or any heart problems?

to rule out a heart attack they really need to do a series of blood tests to check your cardiac enzymes, usually done over several hours....ekgs are a diagnostic tool used for so, so many different things.
are you having one done?  if so, has your doc told you why?  
i have a heart condition and have had countless ekgs done...but with any medical test always ask why it's being done and what are they looking to rule out.

i had 2 ekgs done and they were both fine my gramma said they ruled out a heart attack and i still wasnt sure so i just wanted to see.  thank you!
