Palpable and Annoying Pulse in Sternal Notch

Can anyone shed some light on this issue of mine?  For 3 months I have been having throat issues where at first I couldn't swallow and then now there is pain on the outside of my esophagus that comes and goes throughout the day.  I have also noted that I am extra-sensitive to the pulse in my sternal notch and it is aggravating.  Does anyone know if there is a connection between these problems of mine?  Please note that I do not have a fever and the bloodwork in the ER (although before the symptoms of annoying pulse) show no infection.
